A comprehensive list of the lobbying regulations and guidelines issued by JCOPE. 

Regulations are designed to provide further guidance about how the ethics and lobbying laws are applied. Some regulations are issued by JCOPE in response to requirements in legislation with regard to specific areas of the law.

    19 NYCRR Part 932 - Outside Activities

    Regulation on the approval process for State officers and employees designated as policy makers to pursue outside employment or memberships in boards and other related activities other than their full time State employment.

    19 NYCRR Part 937 - Governing Access to Publicly-Available Records

    These regulations provide information concerning the procedures by which records of the Joint Commission on Public Ethics ("Commission") shall be available for public inspection and copying. Pursuant to Executive Law section 94(19)(a) the only records of the Commission which shall be available for public inspection and copying. (Effective 11/3/2021)

    19 NYCRR Part 941- Adjudicatory proceedings and appeals process

    These regulations set forth rules for adjudicatory proceedings and appeals relating to: potential violations of the law that fall within the Commission’s jurisdiction; appeals taken from denials of requests to delete or exempt certain information from a financial disclosure statement pursuant to Executive Law §94(9)(h) or (i); and appeals taken from denials of applications for exemptions under Legislative Law Article 1-A §§1-h, 1-j and 19 NYCRR Part 938.6. (Effective 6/6/18.)

    19 NYCRR Part 943 - Comprehensive Lobbying Regulations (2020 Revisions)

    Effective January 1, 2021 for the 2021-22 Biennial Period covering the 2021-22 Statement of Registrations, Bi-Monthly Reports due March 15, 2021, and Client Semi-Annual Reports due July 15, 2021. Key revisions include changes to the definition of "designated lobbyist", direct lobbying activities by volunteers, grassroots lobbying, coalitions, and prohibitions relating to the receipt of stock options as compensation.
