JCOPE Settles Ethics Law Violations with Former State Lawyer
Employee Failed to Report Outside Legal Work, Income

The Joint Commission on Public Ethics (“Commission”) today announced that it has reached a settlement agreement with a former State attorney who failed to report outside activities and related income in his financial disclosure statement over a two-year period.

As part of the settlement, Michael Pisapia, who served as both a Special Counsel and Associate Counsel over the course of 10 years with the New York Liquidation Bureau, agreed to pay $3,000 to settle two violations of Public Officers Law § 73-a for failing to disclose income received for providing legal services to private clients. Over the course of 2015 and 2016, Pisapia earned just over $8,700 for that legal work, which he did not report on his financial disclosure statement forms for those years. In addition to the financial penalty, Pisapia will submit accurate amended forms within 60 days.
